Generally speaking, common box (buxus sempervirens) is the best choice for most situations. Common box readily forms clipped hedges and topiary, and is available in a wide range of sizes and topiary shapes.
For very low hedges, less than about 30cm tall:
Buxus sempervirens 'Suffruticosa' (dwarf box) hedging.
Variety of common box with more dense foliage (leaves closer together on twig); leaves of similar size, more rounded and slightly paler green.
Buxus microphylla 'Herrenhausen' (very small leaved dwarf box) hedging plants.
Leaves very small, growth habit very low.
For a taller hedge:
Buxus sempervirens 'Raket' (Relatively quick upright growing box) hedging plants.
Upright growth habit.
